"Father
of Modern Flag Day Legislation"
William T. Kerr founded the American Flag Day Association
in Pittsburgh, Pennsylvania in 1898 and served as President until 1950.
For more than 50 years he endeavored to make Flag Day a National Celebration.
In 1927 he was the first to initiate Congressional Legislation requesting
the President issue an annual Flag Day Proclamation,
which finally came into fruition 22 years later
with the passage of HJ Res 170 on June 2, 1949.
As initiator of the bill, President Truman invited him to the
Oval Office to witness the signing of Public Law 230 on August 3, 1949.
Through his efforts Pennsylvania became the first State
to declare flag Day a Legal Holiday in 1937.
The first of a long string of letters to the President
requesting a Presidential Flag Day Proclamation appears in 1920.
